On September 15, 2023, the National Immigration Administration (NIA) conducted a press conference in Beijing. During the event, they announced the official launch of the new version of China’s Foreign Permanent Resident ID Card, scheduled to become effective on December 1, 2023. Alongside this announcement, officials also unveiled the design of the highly anticipated new Foreign Permanent Resident ID Card.
It is important to mention that the introduction of the new version of the card does not render the current one invalid. Individuals who already have the existing version of the foreign permanent resident ID card can continue to use it within its validity period. However, those in need can also apply for the new version.
The release of China’s new Foreign Permanent Resident ID Card, also known as the “Five-Star Card,” aims to enhance the level of digitalization in foreigner management services and improve the overall efficiency of the immigration management system. This initiative aligns with the government’s strategy to attract and support international talents who come to China for work, study, and residential purposes.


New design
The latest iteration of the Foreign Permanent Resident ID Card maintains the fundamental structure of its predecessor, while incorporating a new element featuring five stars. This symbol represents the nation and serves to elevate the visual appeal and arrangement of the card.
Advanced security features
The new Foreign Permanent Resident ID Card is equipped with advanced anti-counterfeiting technologies, enhancing information storage and application management services.
Extended card number
The card number length has been increased from 15 digits to 18 digits, which enhances its uniqueness and security.
New functionality
The new Foreign Permanent Resident ID Card in China is equipped with upgraded technology and additional features. Cardholders can now conveniently handle their personal affairs, including transportation, daily expenses, and financial transactions, through online platforms.
