Chinese new electronic work permit. What does it mean? Should we still make work permit cards?

The Ministry of Human Resources and Social Security will integrate the Foreigner’s Work Permit into the social security card starting December 1, 2024, simplifying processes and providing greater convenience for foreign nationals in China.

On November 25, the Foreigner’s Work Permit application portal announced a system upgrade from November 29 to December 1.

What are the changes?

Starting December 1, 2024, foreigners coming to China for work will not need to get a physical work permit anymore.

  • You can now handle all applications, renewals, changes, and cancellations online through the Service System for Foreigner’s Working in China.
  • However, there might be some special cases where you will still need to do these tasks in person.
  • Once you arrive in China, you can download the Electronic Social Security Card App. You will need to register with your name, work permit number, or social security number. After verifying your identity, you will receive an electronic social security card with your work permit details.
  • If you have a physical social security card, the online version provides the same services.
  • Current physical work permits are still valid as long as there are no changes or replacements, and they will be integrated into the new system during the renewal or modification process.

Will the process of work visa and residence permit be affected by the changes?

The short answer is “NO”!

The process for applying for a work visa hasn’t changed. Employers in China still need to apply for a Notification Letter of Foreigner’s Work Permit for the foreign worker. The foreign individual must get a Z visa for work from a Chinese consulate or embassy abroad using this notification letter.

After arriving in China with a Z visa, foreign workers can apply for a Resident Permit at the local entry-exit bureau. They can show either the Notification Letter of Foreigner’s Work Permit or an electronic social security card with work permit details.

This means they don’t have to first get a physical Foreigner’s Work Permit. This faster process makes it easier for foreign workers. Authorities can check the needed information through an electronic system, see the e-card directly, or scan the QR code on the work permit for quick access.
